And again it gives us an inkling of what the Romans, when the Romans thought about ideal Roman town planning it was this grid plan.

Something occurred that caused Paul to write the letter. Introduction to ancient Roman art. It was affected by circumstances in Rome, therefore, it is an "occasional" document.
